Law 22 of 2000, called the “Puerto Rico Vehicle and Traffic Law,” considers a driver under the influence of alcohol when the blood alcohol concentration (BAC) exceeds the following limits:
Private vehicles: 0.02% for those aged 18 to 20; 0.08% for those over 21 years old.
Heavy vehicles and motorcycles: 0.02% and over 18 years old.
Implement policies and technologies to control vehicle speed, especially in areas where alcohol-related crashes are more frequent, as speed increases the risk and severity of crashes.
Adapt road designs to include better lighting, clear signage, and geometric designs that accommodate common errors made by drunk drivers.
Identify entertainment districts with high alcohol consumption to establish low-speed zones.
Improve access to public transportation systems in entertainment districts where alcohol consumption is high.
Provide technical support to the CST in the programmatic area of “impaired driving”.
Evaluate the implementation of vehicle-integrated technologies such as “alcohol interlock” systems or Driver Alcohol Detection System for Safety technologies.
