Vulnerable Road Users

Emphasis areas

A vulnerable user is defined in the Fatality Analysis Reporting System (FARS) as a non-motorist, which includes pedestrians, cyclists, and/or users of personal transportation devices.
Reduce the 5-year average of fatalities of vulnerable road users to 77 or fewer by 2028.

Strategies

  1. Empower government officials, private sectors, academia, and various road safety organizations to disseminate messages and promote a culture of safe mobility.
  2. Create a culture of road safety and understanding across all agencies interested in safety.
  1. Promote existing technological innovations focused on mobility and micromobility.
  2. Promote and coordinate efforts to elevate the role of public transportation in creating a safer transportation system.
  1. Update codes, manuals, and guides to support speed reduction.
  2. Reduce posted speeds and implement road designs that achieve speeds appropriate to the context and adjacent property usage.
  3. Collaborate with the Police Department to inform and support speed reduction efforts.
  1. Create safer streets for all road users through improved planning, design, and operation.
  2. Expand Puerto Rico’s pedestrian, cyclist, and public transportation infrastructure network.
  3. Collaborate with medical emergencies and traffic incident management to improve responses to traffic crashes and emergencies through education, coordination, and technology.
